  • 2 tbsp olive oil
  • 4 cloves garlic
  • 1 onion, chopped
  • 1 green bell pepper, chopped
  • 1 tsp ground annato/achiote (may substitute saffron, if desired)
  • 4 cups chicken broth
  • 1 15 oz can chopped tomatoes
  • 2 tbsp vinegar
  • 1/3 cup green olives
  • 1 tbsp capers
  • 1/2 tsp oregano
  • 2 tbsp vinegar
  • red pepper flakes, to taste
  • salt &; pepper
  • 3 cups long-grain rice
  • lemon wedges
  • large handful cilantro leaves, chopped
  • extra olives and capers, if desired
