  • 4 sprigs thyme
  • 1 teaspoon fennel seeds
  • 1/2 cup olive oil
  • 4 ripe tomatoes
  • 8 cloves garlic
  • 1 onion, chopped
  • 1 medium red bell pepper, seeded and finely chopped
  • 3/4 cup parsley, chopped
  • pinch of saffron threads
  • 1 1/2 cups short-grain rice, preferably spanish bomba, but can substitute carnaroli or arborio
  • 1/4 cup white wine
  • kosher salt
  • 1 recipe aioli
  • 1 lemon, quartered
